Abstrak

This community service program addressed unmanaged market waste and weak institutional synergy in Nyengseret Urban Village, Bandung City, where informal traders and vulnerable residents had not yet been connected within a circular economy waste system. The program aimed to strengthen the Community Social Workers Association (Ikatan Pekerja Sosial Masyarakat/IPSM) in building an inclusive, income-generating waste management model for vulnerable residents identified through a prior social-data-verification program. Using Design Thinking combined with community-based social marketing, the eight-month program proceeded through consolidation, empathy-based baseline research, co-design of a business model, and a field pilot of a paid waste-pickup service. Success was assessed with twelve indicators across five dimensions (institutional, economic, behavioral, environmental, and sustainability), compared against baseline values and predefined targets. Results show that of the 12 indicators met their targets. IPSM established a social enterprise unit; vulnerable residents earned an average additional income of IDR per month; the source-separation rate among pilot traders rose from 2,5% to 3%; and kg of recyclable waste were diverted per month. The program also produced a tested business model and a standard operating procedure. Because the pre-post design had no control group, the findings are associative rather than causal, yet they suggest that participatory, incentive-based waste models can reduce market waste while creating inclusive livelihoods, offering a replicable approach for other urban wards facing similar waste and poverty challenges.
